The human rights group documented the israeli army's use of artillery shells against hundreds of starving civilians waiting for limited aid supplies near the Kuwait roundabout, southeast of Gaza City. The attack resulted in casualties, showcasing Israel's use of starvation as a war tool against Gazans, particularly in the northern Gaza Valley.

Approximately 400,000 Palestinians in the northern Gaza Valley are suffering from a man-made famine due to Israel's siege and refusal to allow relief aid since December 1, 2023. Euro-Med Monitor accused Israel of using starvation as a weapon and urged immediate action to ensure Palestinians' access to necessities without hindrance.

The rights organization held the United Nations responsible for shortcomings in delivering humanitarian aid. Euro-Med Monitor condemned the UN's silence on the Israeli army's targeting of civilians seeking aid. International humanitarian law strictly prohibits using starvation as a weapon, and Israel, as an occupying power, is obligated to provide basic needs and protection.

Euro-Med Monitor stated that Israel's actions since October 7, 2023, constitute acts of genocide under the Rome Statute of the International Criminal Court and international judicial rulings. These crimes include depriving the civilian population of potable water, causing intentional harm and trapping them in conditions meant to destroy them. (ILKHA)
