During the event, Stoltenberg commended the bravery and determination demonstrated by the Ukrainian people, armed forces, and political leadership in the face of Russia's ongoing aggression.

Stoltenberg emphasized NATO's unwavering commitment to Ukraine, stating: “NATO will continue to stand with you for as long as it takes.” The establishment of the NATO-Ukraine Council, which acts as a platform for equal dialogue, crisis consultations, and joint decision-making, was announced as part of a comprehensive three-part support package to bring Ukraine closer to NATO.

Central to this package is a multi-year assistance program aimed at facilitating Ukraine's transition from Soviet-era equipment and standards to NATO-compatible ones. The goal is to ensure full interoperability between the Ukrainian armed forces and their Allied counterparts. By removing the requirement for a Membership Action Plan, NATO allies have reaffirmed their commitment to Ukraine's eventual membership in the alliance.

Secretary General Stoltenberg stated: “This will change Ukraine's membership path from a two-step process to a one-step process. We will issue an invitation for Ukraine to join NATO when Allies agree that conditions are met.” This unified message from NATO allies reflects a resolute determination to support Ukraine's journey toward NATO membership.

Addressing the importance of Ukraine's security in a post-war scenario, Stoltenberg stressed the need for credible arrangements to be in place. He welcomed the commitment of several allies to provide long-term security assurances to Ukraine, which will act as a deterrent against future aggression from Russia. These security assurances will complement the support already provided by NATO.

“The decisions made here in Vilnius mark the beginning of a new chapter in the relationship between NATO and Ukraine. Today, we meet as equals. I look forward to the day we meet as Allies,” concluded Secretary General Stoltenberg, highlighting the significant progress achieved and expressing optimism for Ukraine's future as a NATO member.
