An external agenda assessment by the HUDA PAR Headquarters stated that the Idlib agreement should be implemented in accordance with its original text while made a call on the guarantor countries to take more responsibility.

The agenda also included remarkable statements about the work of sending Rohingya Muslims seeking refuge in Bangladesh to Myanmar.

Repatriation of Rohingya Muslims to Myanmar

Recalling the atrocities of Myanmar army and Buddhist nationalists, HUDA PAR said attacks on border posts in 2017 were shown as real, prompting violence against Muslims by the Myanmar army and Buddhist nationalists.

Hundreds of villages were destroyed, civilians massacred, women and girls raped by the army and nationalists during the storm.

The number of people fleeing Buddhist persecution and seeking refuge in Bangladesh after August 2017 reached 745 thousand according to the United Nations.

An attempt by Bangladesh to gradually repatriate refugees to Myanmar in 2018 had failed after refugees did not want to return. However, the Bangladesh administration, which has struck a new deal with the Myanmar government, is aiming to repatriate the refugees.

The United Nations and international human rights organizations describe the Myanmar military's attacks as genocide.

There is no question of rebuilding Muslim settlements destroyed by the military, while different accounts are made on Muslims' lands after the genocide.

Non-UN agencies are not allowed to operate to provide aid to Rohingyans, whose travel rights have been restricted, kept closed in camps in Myanmar.

"Myanmar's government must stand trial at the International Criminal Court on genocide charges"

Repatriation of Rohingya Muslims to Myanmar could lead to possible genocide, HUDA PAR warned.

There is no guarantee that Buddhists who have been found guilty of genocide and have not been prosecuted will not commit a new genocide in a possible return.

However, it is not humane for refugees to be sent back to a life devoid of rights such as shelter, health, education, and travel.

HUDA PAR called on the U.N. to block the repatriation of refugees without guarantees such as the guarantee of life and supply of vital needs. "The Myanmar government should be tried at the International Criminal Court on charges of genocide."

"Idlib reconciliation must be implemented"

An additional memorandum was signed in 2018 for Idlib, which was declared a de-escalation zone at the Astana meeting in 2017, but since then air, ground attacks on the region have not ceased, and the memorandum has been invalidated.

Attacks have been exacerbated in recent months, civilian settlements and civilian populations being deliberately targeted by Russia and regime forces.

The guarantor countries need to take more responsibility for ending the attacks that are threatening the lives of 3 million civilians in the region and are causing/ will cause a new wave of migration.

These attacks, which are carried out without distinction between military and civilian, will also adversely affect the process of writing a new constitution, which will begin in October under the leadership of international committees, and will further deepen the chaos.

The survival of civilians who have taken refuge in camps because of the attacks is an issue that all parties should pay attention too.

"Therefore, the issue of securing humanitarian aid and keeping civilians away from conflict areas should be a priority agenda item for Idlib," HUDA PAR said.

Stating that human life must be held above all military and strategic goals, HUDA PAR said, further adding that the implementation of the Idlib agreement under the mediation of the guarantor countries will be an important step for the permanent solution of the Syrian problem. (ILKHA)
