In the Name of Allah, The Most Beneficent and the Most Merciful

“Honor belongs to Allah and His Messenger, and to the Believers, but the Hypocrites know not.” Surah Al Munafiqun (The Hypocrites) Ayat 8

Praise to be Allah, who is the creator and the sustainer of the worlds and the grantor of the victory.

Peace be upon Prophet Muhammed Mustafa, his family, all his companions, and his followers who will follow his path until Doomsday.

The defense and struggle of our Afghan brothers, which lasted for 40 years, have reached good results with the blessing of Allah.

After the withdrawal of the troops of the imperialist United States, the Taliban’s peaceful takeover of Kabul and the group’s subsequent statements are a beautiful and great victory at a level that will delight and excite every Muslim who works for the sake of Allah with a decidedly sincere heart.

We congratulate the victory and conquest of our Afghan brothers, who embittered the U.S. troops and forced them to return home and planted the flag of Tawhid with a modest attitude that resembled the conquest of Mecca. We pray to our Almighty Lord that this victory will be an occasion for the beginning of a great Islamic awakening, and be blessed and beneficial to Islam and the Ummah.

The recent point that the Taliban have reached after an uphill struggle is indeed a time of serious testing. They will continue their existence, which they have maintained so far as a congregation or an organization, as a “state” thereafter. At this stage, they need to pursue a very careful policy.

The group should launch dialogues with the Islamic formations within Afghanistan and, then, with the administrators of Muslim countries in order to benefit from their experiences. By doing so, they will relieve Muslims and serve as a model for them.

They should be able to think decisively about the experiences they went through between 1996 and 2001, analyze their mistakes and truths thoroughly, and learn from them. We hope that they will be aware of the importance of sobriety and moderation. We expect an administration that avoids extremeness and understatement in faith and deeds, and moderate governance that will evaluate the events with an open mind, and while doing all these, of course, does not compromise the line of the Qur'an and Sunnah.

Along with this expectation, we also pray to Allah that they will be able to show the strength and will to realize all these.

Establishing justice, which is the need and desire of all humanity, should be the primary goal of our brothers. It is the desire of the whole ummah that a state with an Islamic identity and flag based on the Qur'an and Sunnah be known as a "just state" in the true sense. As a requirement of being fair and moderate, an approach that embraces everyone should be essential.

Especially when it comes to the administration of a multicultural and sectarian country like Afghanistan, this understanding should be a much more important principle and become a state policy. All Afghan brothers should identify themselves by one name, regardless of what group they were in their past, what sect, and the idea they adopted. In all Afghanistan, individuals should be portrayed as “Muslims” and society as “Ummah”. The manners and attitudes of the officials have great importance in this matter. From today onwards, the infidels, who will not accept the existence of an Islamic State in Afghanistan, will do everything they can to divide Afghanistan. It is known to all of us that in order to achieve their goals, they will resort to the tactic of making sectarian and racial differences a cause of conflict in the country. We hope that by acting with an awareness of these dangers and pitfalls, they will form a government in which everyone will find themselves.

We ask Allah Almighty to end the internal conflicts that the Afghan people have experienced in the past and to prepare reasons for not shedding each other's blood.

We also call on the rules of Islamic countries to help the oppressed and long-suffering Afghan people to live a comfortable life under the Islamic banner and in accordance with the provisions of Islamic Sharia. Putting aside their national interests, the rulers of Islamic countries should refrain from rhetoric and actions that harm the unity and solidarity of Afghanistan.

May our Almighty Lord bless all Muslims who dedicate their lives for His sake, understand, explain and try to keep Islam alive.

May Allah make the conquest successful... Amen. (ILKHA)
