The assault, which began on Monday morning and involved the use of airstrikes and missiles fired from drones, killed 12 Palestinians, including three children. At least 120 were wounded, including 20 still in critical condition.
Guterres said that the use of airstrikes was "inconsistent with the conduct of law enforcement operations" and that israel, as the Occupying Power, is responsible for ensuring civilians are "protected against all acts of violence."
He called on the zionist occupation regime to abide by its obligations under international law, including the duty to exercise restraint and use only proportional force.
Guterres also noted that schools and hospitals had been damaged in Jenin, along with water and electricity networks. He said that "all those injured must have access to medical care, and humanitarian workers must be able to reach everyone in need." (ILKHA)
