“Putin continues bombing Ukraine. Putin continues trying to make Ukraine a black hole, no light, no electricity, no heating,” Borrell told reporters in Brussels as he arrived at a summit of European Union development ministers.
“We have to continue our support, providing more material for Ukrainians to face the winter without electricity,” he added.
On November 15, Russia fired 85 missiles at the Ukrainian Power Grid, causing major power outages in Kyiv and neighboring regions.
The methodical attacks on power stations and electrical nodes imposed large economic and practical costs on Ukraine, with a severe impact on millions of civilians over the winter.
