“The prison administration deliberately uses new policies against the prisoners, such as permanently closing the cells’ doors with locks, handcuffing them before letting them meet lawyers, or go to the inter-prison infirmary and counting them at 03:00 am,” the Commission said in a report on Monday.
Its report also highlighted the procrastination policy that is pursued by the Ashkelon administration when prisoners with health conditions need medical treatment, like the case of prisoner Shadi Musa, 44, who suffers from heart problems and high blood pressure and already had heart attacks twice.
78-year-old prisoner Muwafaq is also exposed to medical neglect in Ashkelon. He suffers from cancer, feet discoloration, a walking problem, and low blood pressure.
Muwafaq’s cancer condition needs check-ups every four months, according to the Commission.
