The statement referenced the Vienna Convention, noting that consular services operate independently of diplomatic recognition, and linking such services to political considerations undermines the rights of Afghan citizens abroad.

"We will continue to engage in dialogue with relevant countries to guarantee that consular services are provided in a way that is mutually acceptable and grounded in well-established principles," the Ministry stated, stressing the importance of maintaining consular operations despite political challenges.
