Mosques trapped in the basement floors are subject to dampness, sewerage, water leaks caused by installation leaks and bad smell which take reaction by people of Diyarbakır.

Diyarbakır Provincial Mufti Burhan İşliyen, stated that Muhammad had built a mosque the first time he emigrated, said that mosques were located in the centers in cities where Muslims established.

Mufti İşliyen said, "Mosques are points for gathering and rest. It is an exceptional place where Muslims talk about important affairs, consult, teach and learn. Allah describes the destruction of the mosques and the obstacle to the mention of the name of Allah therein as cruelty. Muslims have to make city planning by adding masjids and mosques into accounts. These mosques and masjids should not be confined to the basement floors, to the places where they are closed, to the air we are forced to get in, where impossible for asthmatic patients can come and pray two rakats."

Referring to the fact that there is no charm of using places that cannot even be warehouses but using as mosques, İşliyen continued as follows:

"Our people cannot see the charm of worshiping around here. Perhaps some has to pray alone in order not to get down into the mosque by laying the prayer rug in his bureau. We live for the worship to Allah. For this reason, we must make efforts to make worship, which is the goal of life, in decent and beautiful places suitable for this purpose. Mosques and masjids are not only prayer places. In particular, there must be places where the Qur'an is being read, taught, and learned and demonstrated by the Qur'anic morality, where our children are educated, and where our children are taught the beauty of Islam and the Qur'an."

"Take mosques to the first place when you plan your construction"

Mufti İşliyen stated that the places that were separated as new mosques in the new structures should be re-examined and said "I am calling to all contractors, subcontractors, faithful, dealing with construction, dealing with planning, and dealing with licenses. After we have solved the need for worship in the first place while building the reconstruction plan, then build our plans and our work on it for houses and apartments. Let's plan our mosques instead of going into a search for what kind of depot turns into a mosque after it is over. Let's rescue our mosques from the places where we cannot breathe, do not see the light, do not take the sun, if there is a leak, place where we have covered the huge pipes with the bright, where drops of water dripping."

People of Diyarbakır, wanted those places used as basement not to be transformed into mosques, expressed that the places of worship should be in the most beautiful places.

"Masjids should be built in the most beautiful places"

Zülfi Yaşar, member of Asker Mehmet Selim Masjid community, said, "There are smells because the masjids are in the basements on the lower floors. This is disturbing the mosque community. When it rains, for example, this rainwater is pouring in. Of course, it would be better to have bigger mosques."

Ramazan Tekin, another member of mosque community, says, "It is better for masjids to be at the entrance floors instead of basements. The water in the basement is a problem of cleaning. The higher the better. It will also be good for the students to come and go."
